Please confirm that you are using HCM P&F process for declarations.

If yes

1. Is it custom process or SAP sample process.

2. Check the system behaviour when you create the infotype in PUIT_UI.

3. Not sure if the error A request of this declaration type already exists comes from SAP_PA or you have a custom generic service for validation.
