Just because you have not done it, does not mean it is not possible...
If this is ASE CE (Cluster Edition) it is just the evolution of the old ASE HA solution so it involves the usual components. E.g. the server engine, errorlog and directory structure, functionality and commands.
The difference is that now it is tightly coupled with specific vendor hardware to provide High Availability in near real time.. I say in near real time because the only true high availability in real time is a pure hardware solution...
In any case, another difference lies in the fact that an additional software layer must be present to start and stop the components and coordinate sates. In other words, to prevent human error.
I suspect that it is not a desirable condition to have both instances up simultaneously in active mode unless some precautions are taken.
Hence, I suggest that you log into the console, or, a regular terminal, access the OS with administrator (root) privileges, navigate to the Sybase directory tree, and try to start the server manually. At the very least, you should try to view the errorlog file and report the error here.
